The report “Costs and Injuries” takes stock of the violent events that marked the period from July to September 2018, focusing specifically on law enforcement operations conducted in Tangiers against non-national black populations.

This report also attempts to place these elements in their national and supranational political context, offering a grid of understanding and analysis of the motivations and implications of such practices in a framework of cooperation with Spain and the European Union. The report gives factual elements, collected and analyzed from a fieldwork done mainly in Rabat, Casablanca and Tangier, which brought together 45 testimonials from people directly concerned (11 women, 19 men and 15 minors) . It is also the result of contributions from civil society organizations and GADEM partners, observations made by GADEM through its experience, as well as research and analysis of documentary sources, journalistic, legal and institutional.
