FIDH and GADEM report: “Morocco: between raids and regularisations, assessment of an undecided migration policy”

Since September 2013, Morocco has initiated a new migration policy, influenced by the report of the National Council of Human Rights (CNDH) entitled “Foreigners and Human Rights in Morocco: for an asylum policy and radically new immigration “. This new migration policy includes an exceptional operation to regularize undocumented migrants, which took place from 1 January to 31 December 2014.

 

This note critically analyzes the progress, results and prospects of the exceptional operation of regularization. The analysis is based on the decisions and communications of the Moroccan government, as well as the activities and reports produced by observers, associations, and other actors concerning the exceptional operation of regularization.

 

Several interviews were also conducted with people involved in the monitoring process of the new migration policy, particularly within the Antiracist Group for Accompaniment and Defense of Foreigners and Migrants (GADEM).

 

A chronological presentation of the program provides a better understanding of the dynamics of this exceptional operation, marked by successive readjustments. The recommendations formulated as a result of this analysis are intended for the Moroccan authorities, as well as for the members of the National Commission for Monitoring and Recourse, which, according to its attributions, is in charge of formulating any proposal likely to improve the course of action. the exceptional operation of regularization and to examine the grievances of the migrants who filed a file of application for regularization. In conclusion, the note addresses the tracks already envisaged by the Moroccan government aiming at the integration of regularized migrant people and the measures potentially foreseen for people who will not have benefited from this exceptional campaign.
